When General Manuel Avila Camacho assumed the Presidency in Mexico on December 1, 1940, the vice president of the United States of America, Mr. Henry Wallace, officially attended and represented his country at the ceremony.

Marte R. Gomez was the Minister of Agriculture and Development in 1940 and he developed a proposal to provide a comprehensive solution to agricultural serious problems in Mexico. Henry Wallace recommended the Rockefeller Foundation joins this effort, and thus the Office of Special Studies was established on February 19, 1943 as a dependency of the Ministry of Agriculture and Livestock, with the participation of the Rockefeller Foundation, thus laying the foundation for scientific research and capacity building led by Norman Borlaug, Edwin Wellhausen, and prominent Mexican engineers, for the establishment of CIMMYT in Mexico in 1966.
